The online reading verision is via the horrid "openbook" thing- it displays a page at a time as a scanned hence very hazy GIF.  There's an option to print/save each page in PDF format  which is easier on the eyes but the pages are scanned/graphics, not text.  The fastest way to get the pages as PDFs is to paste the URL for a page's PDF file into your browser then edit the page number in the URL to get other pages as PDF files directly- i.e., The URL for the first page is:  http://print.nap.edu/pdf/0309090601/pdf_image/1.pdf   For second page, just change "1.pdf" to "2.pdf" in the URL. For the front matter pages, the filename format is "R#.pdf".  Note that the PDF files are scanned/graphics, not text....  I've provided links for the Executive Summary, pages 1-4, below.
